The invention discloses a master station AGC (Automatic Generation Control) unit control method based on instructions. The method comprises the following steps: 1), at each control period, obtaining real-time data of a power dispatching data network by master station AGC units, calculating zone control deviation and further calculating to obtain power regulating demands of a zone; 2), obtaining the power regulating demands by the adjustable master station AGC unit, overlapping the power regulating demands distributed in the period by using AGC instructions on the master station AGC unit in the former period as a base point, so as to obtain target output of the master station AGC units; 3), performing security correction on the target output to be used as AGC instructions to be issued to all AGC units for execution. According to the invention, under the condition that the conventional unit equipment is not upgraded, the regulation performance of the master station AGC unit is improved, so that operation control performance of a power grid is improved.
