Irregular surface (2a) of striped pattern (2c) comprising plurality of steps has toner control angle (10) permitting toner (7) to be returned toward interior (6f) in rotational axis direction (6e) by rotation of rotating body (6a). Elastic body (11) at back surface (1e) of sealing member (1a) is used to achieve reactive-force-providing elasticity (11b) for contact load between sealing member (1a) and rotating body (6a).
