The method includes: sending a first data TPC (transmit power control) command word and first business data to first UE (user equipment) at first sending time so as to enable the first UE to perform inner loop power control according to the first data TPC, and receiving the first business data; sending a second leading TPC control word to second UE at second pre-configuration time so as to enable the second UE to establish inner loop power control according to the second leading TPC control word, and receiving second business data at second sending time; wherein the first business data and the second business data are sent on a same code channel by means of time division multiplexing, the first data TPC and the second leading TPC are sent on different channels, and the first sending time and the second pre-configuration time have overlapping time. By the method and equipment, transmission efficiency of downlink code channels can be improved.
