A power control method, device, and UE. The method comprises: during movement, a UE receives control information transmitted by a network device, the control information including a parameter of a target cell; open loop power control is performed on the transmission power of a DPCCH according to the parameter of the target cell, so that the base station of the target cell receives the DPCCH transmitted by the UE. In embodiments of the present invention, during the move of a UE from a source cell to a target cell, open loops control can be performed on the transmission power of DPCCH according to the parameter of the target cell, such that the target base station can receive the DPCCH transmitted by the UE when the UE is in movement, in particularly in high speed movement, thereby ensuring that before the UE breaks the connection with the source cell, the UE can add the target cell to the active set so as to switch to the target cell.
