The invention discloses a system and a method for desulfurization cooling efficiency improvement and waste heat recovery. For different desulfurization system forms of a single-tower single-circulation form, a single-tower double-circulation form, a double-tower double-circulation form and the like, realization modes are different, however an integral desulfurizing tower, a matching system, a slurry heat exchange system, a multi-stage waste heat utilization system and the like are included. Temperature of desulfurization slurry is lowered by means of heat exchange, so that solubility of SO2 and absorbent CaCO3 in liquid phase is improved effectively, the mass transfer rate is increased, further desulfurization efficiency is improved effectively and reaches above 99%, and ultra-clean emission of flue gas SO2 is realized; meanwhile, recovered waste heat is subjected to multistage utilization, so that efficiency of heat utilization of an entire thermodynamic system is improved effectively, operating cost is lowered on the whole, and high efficiency, energy conservation and emission reduction of the thermodynamic system are realized.
