The invention provides an optical fiber luminous flux testing device and an optical fiber luminous flux testing method. Optical fibers are respectively connected to two ends of a standard crystal, and a standard light source is arranged on one side of the standard crystal while an optical signal converter is installed on the other side of the standard crystal. Optical signal transmission performance of an optical fiber is judged through detection. According to the optical fiber luminous flux testing device and method, the optical fiber luminous flux can be tested, and thereby signal transmission capacity of the optical fiber is judged. The optical fiber luminous flux testing device and method have the advantages of being simple in structure and visualized in testing. The optical fiber luminous flux testing device and method are suitable for serving as device and method for testing luminous flux of the optical fibers.
