The invention discloses a special tool for removing foreign matters from a conducting ground wire. The special tool comprises a main framework and an insulation circulation hauling rope. The upper portion of the main framework is provided with a groove-shaped idler wheel through a rotating shaft. The front end of the lower portion of the main framework is provided with a groove-shaped rotating wheel with the rotating shaft. The upper end of the rotating shaft of the groove-shaped rotating wheel is provided with a fan-shaped spiral cutting knife, and the rear end of the lower portion of the main framework is provided with a groove-shaped turning wheel. The upper end of the insulation circulation hauling rope is installed in a groove of the groove-shaped turning wheel in a sleeved mode, and the lower end of the insulation circulation hauling rope is led out through the groove of the groove-shaped turning wheel. The upper portion, below the groove-shaped idler wheel, of the main framework is provided with a conducting ground line inlet. When the foreign matters are disassembled from the conducting ground wire in an electrifying mode, the lower end of the insulation circulation hauling rope is hauled on the ground to control the groove-shaped idler wheel to slide on the conducting ground wire, the cutting knife cuts the foreign matters on the conducting ground wire through driving of the circulation hauling rope, and therefore the foreign matters on the conducting ground wire is disassembled; the technical problems that time and labor are wasted and the risk is high when the foreign matters are removed in the prior art are solved.
