The invention discloses a hot rolled sheet steel for cold forming and a making method thereof, the making method of the hot rolled sheet steel for cold forming includes the steps of steelmaking, continuous casting, heating, hot continuous rolling and coiling, and the steelmaking molten steel is characterized by comprising the following components: 0.05 to 0.1 wt% of C, less than or equal to 0.1 wt% of Si, 1.7 to 1.9 wt% of Mn, 0.03 to 0.07 wt% of Nb, 0.09 to 0.12 wt% of Ti, less than or equal to 0.025 wt% of P, less than or equal to 0.01 wt% of S, and the balance of Fe and unavoidable impurities; the precision rolling finish rolling temperature of the hot continuous rolling step is 850-900 DEG C; and the coiling temperature of the coiling step is 570 to 640 DEG C. According to the method, the high-strength hot rolled sheet steel for cold forming with yield strength of 700 MPa is provided.
