The balloon catheter has a catheter balloon with a balloon diaphragm. The balloon diaphragm is coated with an active substance lying on the surface, exposed such that the active substance is not present in a medium delaying the release of the active substance. The active substance is released immediately during expansion of the catheter balloon. Independent claims are included for: (1) a method for laminating catheter balloons (2) an application of hydrophilic low molecular for treatment and prophylaxis of vascular diseases and attaining prolonged effects after single application.
