The present invention relates to a multi-functional wastebasket having a dual function in which a cover of a wastebasket can be opened at both sides thereof like a seesaw or lifted upwardly by a foot lever, and which has a rotating hinge to connect a main body, the cover and the foot lever to a single unit so that the cover can be used as a tool for compressing wastes, thus achieving a simple configuration in that the rotating hinge may serve as a central shaft and as a lever for the cover. More particularly, the present invention relates to a multi-functional wastebasket in which an auxiliary basket is detachably arranged in the wastebasket so that wastes with offensive odor may be sealed in a disposable bag.; To this end, a multi-functional wastebasket having a dual function in which a cover of a wastebasket can be opened at both sides thereof like a seesaw or lifted upwardly by a foot lever according to the present invention is configured in that the rotating hinge is rotatably connected to an upper portion of the wastebasket via a hinge pin, the foot lever is connected to the rotating hinge via a push rod, and a pair of seesaw shafts to be disposed on the upper portion of the wastebasket is arranged at the cover, either of the seesaw shafts is connected collinearly with the central axis of the rotating hinge, so that the rotating hinge is lifted upwardly to lift the cover together when the foot lever is pressed.
