The invention provides a 3D scene network video conference system based on virtual reality. The 3D scene network video conference system comprises a 3D scene virtual conference hall module (1), a 3D scene virtual conference room module (2), a video conference server (3) and a simulation data bank (4), wherein the 3D scene virtual conference hall module (1) comprises a 3D conference hall (1-1), a service counter module (1-2) and a conference login module (1-3); the virtual conference room module (2) comprises a 3D conference room (2-1) used for simulating real conference room, an interaction tool module (2-2) and a staff on-line and off-line control module (2-3). Managing and using modes of a traditional network video conference are changed, so that a manager manages the conference system more easily, conventioneers take part in a conference in the mode close to an actual conferencing mode, the application threshold of the system is reduced, and cost of system training is reduced.
