The objective of the invention is to prevent user QoE from degrading due to variations of bands during delivery of contents via a mobile network. A cache server: includes a storage unit that stores the managed contents held by a storage device on a mobile network; uses information, which is included in a content request message from a mobile terminal, to determine, from among a plurality of cache servers disposed on the mobile network, a cache server that has stored a content requested by the mobile terminal; estimates a band of the mobile network on the basis of a signal from the mobile terminal; reads out, from the determined cache server, that one of a plurality of files having different bit rates for the requested content which has a bit rate that does not exceed the band; and transmits the read-out file to the mobile terminal, while controlling the timing of the transmission in accordance with the buffer capacity of the mobile terminal.
