The invention relates to a production method of wear-resistant steel with high toughness. The production method employs a process route comprising the steps of using a converter, refining by an LF (Ladle Furnace), carrying out vacuum distillation (VD), continuously casting, heating a furnace, rolling, cooling in an accelerating way and carrying out heat treatment (quenching (Q) and tempering (T)); a converter smelting controlling process, a secondary refining process and a continuous casting process are adopted, and meanwhile, a hot delivery and hot charging technology, a proper heating process, a rolling process and a heat treatment process are used. Molten iron charged into the furnace is not pretreated; converter smelting is carried out by using a double-slag method and molten steel is subject to low-phosphorous steel smelting; the LF refining furnace produces refining furnace slag with high alkalinity and strong reducing property for clean steel smelting; low superheat degree, high cooling speed and the like are adopted in a continuous casting process to guarantee the quality of the molten steel and a casting blank; meanwhile, a hot charging technology is adopted before rolling, a high reduction rolling technology, a controlled rolling and controlled cooling technology and the like are adopted in a rolling course, and a heat treatment process is made according to operating requirements and characteristics of a steel grade to produce a wear-resistant steel plate with low cost and high toughness.
