The present invention provides a method for generating electricity and co-producing ethanol and biogas by using corn straws. The method comprises the following steps: (1) pre-dipping, (2) a steam explosion treatment, (3) synchronous saccharification fermentation and distillation, (4) solid residue burning power generation, and (5) anaerobic fermentation. According to the method, cellulose, hemicellulose and lignin in straws are respectively converted into ethanol, biogas and electric energy, and the electric energy and the remaining steam during the power generation process are adopted to solve the part of energy consumption during the ethanol production process so as to increase straw utilization rate and reduce cellulosic ethanol production cost.
