A migrant bird dispersing and protecting device for a wind power plant comprises a solar panel module, a power supply management module, a storage battery module, an MASH wireless network module, an ARM (advanced reduced instruction set computer machine) module and a loudspeaker module. A power supply management module connected with the solar panel module and the storage battery module collects solar energy and stores the solar energy in storage batteries, and powers the ARM module, the loudspeaker module and a warning lamplight module. The ARM module is connected with the MASH wireless network module to realize communication among multiple devices, and connected with the loudspeaker module and the warning lamplight module to send out warning sounds and lamplight to disperse migrant birds. Multiple migrant bird dispersing and protecting devices can form an MASH-based wireless sensor network system jointly; in the network system, the devices can work collaboratively to disperse the migrant birds and guide the same to fly in a roundabout route. Due to the solar energy technology, management and maintenance costs are reduced; the migrant birds can be dispersed and guided to fly in a roundabout route when flying closely to a wind power plant area, so that the valuable and rare migrant birds are protected while damage to wind turbines due to collision of the migrant birds is avoided.
