The invention relates to a monitoring system and a monitoring method of CO2 emission load of a long-running iron and steel enterprise and belongs to the technical field of on-line monitoring of iron and steel enterprises. More reasonable CO2 emission data of an overall enterprise and each working procedure can be finally obtained through integration of two data; and the two data are respectively CO2 emission data based on detection equipment of CO2 at flue gas discharge outlet at each working procedure, and CO2 emission data calculated based on circulation of carbonaceous material flows at each working procedure. The monitoring system and the monitoring method have the advantages that the problem that an evaluation method of CO2 emission measurement in national long-running iron and steel enterprises at present can be solved, and the evaluation and the control of CO2 emission of enterprises are favored.
