The invention relates to a method and a device for acid-removing, insect-killing and sterilizing of collection books, drawings and files. The method comprises the steps: mixed gas of ammonia gas and ethylene oxide gas is filled into a sealed disinfecting bin, and acid-removing, disinfecting and fumigating treatment of the collection books, the drawings, the files and the like placed in the sealed disinfecting bin are carried out; disinfecting and fumigating treatment is carried out under conditions that: the concentration of the ethylene oxide gas is 400-600 g/m<3>, the percentage concentration of the ammonia gas is 15-20%, the temperature is 20-30 DEG C, the pressure is 0.1-0.5 kg/cm<2>, and the relative humidity is 40-65%; and the disinfecting and fumigating treatment time is 2-4 hours. The method and the device can conveniently, safely and effectively fumigate, disinfect and sterilize the collection books, the drawings, the files and other paper products, or cotton, flax, silk and any organic matter text carrier.
