A harmonic wave measurement method of an electricity signal of a digital substation under a non-synchronous sampling condition comprises that the signal is windowed through a combined cosine window I W (n) to be truncated, wherein the combined cosine window I is A; the coefficients of the combined cosine window I includes: b0=0.669473; b1=0.9589665; b2=0.329297; and b3=0.0398035. By correcting two maximum spectral lines near an actual frequency point of FFT (fast Fourier transform algorithm) data obtained after windowing sampling data through the combined cosine window, the frequency, the amplitude and the phase shift of a harmonic wave can be obtained. The harmonic wave measurement method of the electricity signal of a digital substation under the non-synchronous sampling condition is easy to achieve and only needs 10 periodical data to achieve high accuracy. Compared with common cosine windows, the calculated quantity is smaller and the calculating accuracy is higher.
