Paper sheet forming wastewater enters a main wastewater collection tank by a forming wastewater tank through a wastewater conveying construction member, paper pulp screening wastewater enters the main wastewater collection tank by a screening wastewater tank through the wastewater conveying construction member, paper sheet squeezing wastewater enters the main wastewater collection tank by a squeezing wastewater tank through the wastewater conveying construction member, carpet washing wastewater enters the main wastewater collection tank by the squeezing wastewater tank through the wastewater conveying construction member, and repulping wastewater enters the main wastewater collection tank by a repulping wastewater tank through the wastewater conveying construction member; a first wastewater reusing pump (3) is used for reusing the wastewater in the main wastewater collection tank in a pulper; and part of wastewater in the forming wastewater tank is reused for dilution of paper pulp, part of wastewater in the screening wastewater tank is reused in the pulper, a second waster wastewater reusing pump (6) is used for reusing part of wastewater in the squeezing wastewater tank for cleaning papermaking felts, an aerating apparatus (4) is arranged according to the zero discharging and recycling technology, and the zero discharging and recycling technology has the characteristics of zero discharging and total recovery of wastewater and reduction of construction cost and operating cost.
