A production method of an ultra-high strength steel plate adopts the following process route: converter steel-making, external refining, continuous casting, heating, rolling, accelerated cooling and heat treating. The ultra-high strength steel plate comprises the following components by mass percent: 0.25 to 0.27 percent of C, 0.75 to 0.85 percent of Si, 1.45 to 1.55 percent of Mn, less than or equal to 0.015 percent of P, less than or equal to 0.010 percent of S, less than or equal to 0.020 percent of Alt, 0.02 to 0.03 percent of Nb, 0.05 to 0.06 percent of V, 0.045 to 0.060 percent of Ti, 0.55 to 0.65 percent of Mo and 0.0017 to 0.0022 percent of B. The steel plate is simple in component design, and no plentiful of alloying elements are added, so that the production cost of the ultra-high strength steel plate is reduced; a Ti oxide metallurgical technology is adopted, so that the welding performance of the steel plate is improved; the steel plate structurally comprises ultra-fine lath martensite, nano lath retained austenite and precipitated complex carbide after being subjected to Q (quenching) + P (partitioning) treatments, and the strength and plasticity combination property of the steel plate is superior to those of dual-phase steel, TRIP (transformation-induced plasticity) steel and common martensite steel; the steel plate is favorable in plate type after being quenched by a roller quenching machine; and the working procedure is simple, the process is easy to implement, the problem that the ultra-high strength steel plate cannot be produced by traditional quenching and tempering is solved, and the batch production of the ultra-high strength steel plate with the tensile strength of 1600 MPa is achieved.
