The invention relates to a reinforcement binding and jointing operating room. The operating room is a cubic structure formed by welding lower, middle and upper layer section steels; the bottom of the operating room is open; steel pipes are uniformly inserted in both the lower layer section steel and the middle layer section steel of the operating room to respectively form a lower layer operating platform and a middle layer operating platform; and a safety protective net is fixed on the outer periphery of the operating room. The invention also relates to a reinforcement binding and jointing method which comprises the following steps of: firstly, independently making the operating room; using an inner die of which a pier body is completed as a support and assembling an inner die of which a pier body is not poured; then temporarily fixing the operating room and the inner die; and assembling a detachable operating platform to carry out reinforcement construction, assembling an outer die after checking that the construction is qualified, and finally carrying out concreting. The reinforcement binding and jointing operating room and the reinforcement binding and jointing method are simple and convenient to operate; the construction safety is improved; and the reinforcement binding and jointing operating room and the reinforcement binding and jointing method can also be applied to the reinforcement binding and jointing construction of other inclined and curved structures and the like.
