The invention relates to the technical field of computer networks, and discloses a method for generating and maintaining a virtual backbone network in mobile adhoe networking. The method comprises the following steps: S1, under the control of a timer, a node u carries out environment perception on exchange state information among neighbor nodes of the node u, selects an initial cluster and declares respective regions; S2, each node selects a neighbor node with highest priority as an access node, continuously adds the access node into different regions, and constructs a region virtual framework network using the initial cluster as a center in a distributed manner; and S3, constructing a global virtual framework network by selecting a boundary gateway node to be communicated with the adjacent region virtual framework network. According to the invention, the problems of low efficiency and instable data routing under dynamic topology of a flooding route mode can be effectively solved.
