The invention relates to a lower exhaust system and a method for tunnel air. Particularly, an exhaust duct and an exhaust outlet are arranged at the lower part of a tunnel; a fresh air duct and a fresh air opening are arranged at the upper part of the tunnel; a wind turbine is arranged at the exhaust outlet; a synchronous air exchange device is arranged outside the tunnel; exhaust of vehicles is absorbed from the lower part of the tunnel, and fresh air is fed from the upper part of the tunnel by using wind pressure generated when the vehicles run in the tunnel, and wind energy outside the tunnel; no dynamic noise can be realized in the short tunnel; the new system and new technology for the exhaust after polluted gas is treated can be widely popularized and applied in tunnel ventilation; and the lower exhaust system and the method belong to the field of air ventilation and purification for the tunnel.
