Disclosed is a rotating apparatus for making an amusement apparatus rotate. The present disclosure is predicated on a rotating amusement apparatus (200) that is rotatable by way of a rotating apparatus (100). The rotating apparatus (100) of the rotating amusement apparatus (200) comprises a drive motor (111), a crank (112), and a rotating plate (115), which are mounted upon a main body (110). The crank (112) is axially supported upon a rotating shaft that is caused to rotate by the drive motor (111). The rotating plate (115) is affixed to the crank (112) and rotates together with the crank (112). A play element (210) is affixed upon the rotating plate (115) of the rotating apparatus (100), the play element (210) rotates together with the rotating plate (115), and the play element (210) rotates eccentrically.
