The invention discloses a cover mould device with unconfined compression strength for an inorganic binder and a method. The cover mould device comprises an outer mould and a crosswise detachable inner mould, wherein the inner mould is connected with the interior of the outer mould in a matching manner, and upper and lower pressing cushion blocks are respectively arranged above and below the interior of the inner mould. The cover mould device is used for overcoming the defect that a tested piece and the inner wall of a tested mould are subjected to jacking, pushing and frictional disturbance during a de-molding process of the tested piece in the prior art. After the tested piece is kept for several days before being soaked in water for fostering, the inner mould is detached crosswise, so that the disturbance of the tested piece is reduced and the practical intensity of the tested piece is effectively ensured.
