A shaft seal device for sealing between the outer peripheral surface of a rotating shaft and a stationary member which is provided on the outer peripheral side of the rotating shaft, the shaft seal device comprising: a thin plate seal consisting of thin plates which are arranged in the circumferential direction of the rotating shaft; and an abradable seal consisting of free cutting materials which are arranged at positions different in the axial direction from the position of the thin plate seal and are provided to either the rotating shaft or the stationary member, and also of seal fins which protrude toward said rotating shaft or stationary member from the other.
