A sheet management system (1) is provided with a sheet management device (2) comprised of a plurality of stackers (11) that stack bills, sorting the bills based on a sorting condition set at every stacker (11), and successively stacking the sorted bills at the stacker (11) in accordance with the sorting condition; and a bill management device (3) that manages the bill processing device (2). The sheet management system (1) is further provided with a DB registration designation unit (32B) that designates the stacker (11) necessary or unnecessary for DB registration out of the plurality of stackers (11), a bill detail information generation unit (37B) that generates bill detail information to identify the bills stacked at the stacker (11) necessary for the DB registration, and a DB control unit (37D) that registers the bill detail information at a database (33), so that a memory capacity of the database (33) and a registration amount of the bill detail information can be suppressed to the minimum.
