A method for manufacturing a sheet (1A) for extraction bags in which tags (3) bonded to hanging threads (4) are arranged at predetermined intervals in the longitudinal direction of a water-filterable sheet (2) comprises (1) the step of forming intermittent patterns of the tags (3) and the hanging threads (4), in each of which the hanging thread (4) is fixed to the tag (3), on a rotary support body (10), and (2) the step of bonding the tags (3) and the hanging treads (4) formed in the intermittent patterns to the water-filterable sheet (2). There are thus provided a method and a device for manufacturing a sheet for extraction bags such that there is no thread material in portions sealed when individual extraction bags are formed from the sheet for extraction bags and manufacturing at high production speed is possible.
