A holing device for a short-distance underpass includes a cylindrical shell, a digging device, a soil discharge device and a traveling device, the digging device is installed at the most front end and includes a cutter head driven by a central electric main shaft; the soil discharge device comprises a conic piece and a soil chamber clapboard, which are sequentially installed at rear side of the cutter head, and an opening side of the soil chamber clapboard is provided with a spiral soil transporting device; and the traveling device includes a front ratchet wheel and a rear ratchet wheel, which are both installed on a cylindrical wall of the shell. The holing device for the short-distance underpass is simple in structure, light and flexible, convenient in transportation, and simple in operation, and particularly fits holing operations without digging and damaging the prior road.
