Disclosed is a portable hardness regulating device for regulating the hardness of a potable water. The device comprises an electrode group (20), which comprises an ion adsorption electrode (21) and an ion adsorption electrode (22) and can be folded, and a power supply (13) for applying a voltage across the ion adsorption electrode (21) and the ion adsorption electrode (22). The ion adsorption electrode (21) comprises a first electroconductive material that can adsorb ions. The ion adsorption electrode (22) comprises a second electroconductive material that can adsorb ions. In one embodiment, in such a state that the ion adsorption electrode (21) and the ion adsorption electrode (22) are immersed in a potable water (25), a voltage is applied across the ion adsorption electrode (21) and the ion adsorption electrode (22). The amount of ions adsorbed on the first and second electroconductive materials can be regulated by the application of the voltage to regulate the hardness of the potable water.
