The invention relates to a production method of Cu-contained low-alloy steel. The method is that low-alloy steel which does not contain Ni and contains 0.05-1.50% of Cu is respectively heated on a preheating section, a primary heating section, a secondary heating section and a soaking section in a heating furnace, wherein the outlet temperatures of the sections are 300-400 DEG C, 700-800 DEG C, 1220-1260 DEG C and 1240-1280 DEG C respectively, the heating rates of the primary heating section and the secondary heating section are separately 9-11 DEG C/min and 12-15 DEG C/min, the heat preservation time of the soaking section is 40-50min and the total heating time of the steel billet in the furnace is 150-180min; and the rough rolling process adopts six passes and descaling is performed on each pass. The invention has the advantage that the production of Cu-contained steel with high surface quality can be realized without using the expensive metal nickel.
