The device comprises a turbine shell, wherein a turbine impeller is arranged in the turbine shell; an air outlet is reserved on the turbine shell; an exhaust manifold is connected with an inlet of the turbine shell; an internal passage way is formed in the turbine shell; a turbine shell outlet is reserved at the position, which close to the turbine impeller, of the internal passage way; a middle clapboard is arranged in the internal passage way to divide the internal passage way into a left passage way and a right passage way; an arched clapboard is arranged in the left passage way and an arched clapboard is arranged the right passage way respectively; and one end of the arched clapboard is fixedly connected with the middle clapboard, while the other end is arranged at the position close to the turbine shell outlet. The device divides the interiors of an exhaust manifold and the turbine shell into four different flow areas, so that the aim of effectively using the exhaust pulse energy of an engine under the condition of both high working condition and low working condition of the turbine is fulfilled.
