The invention provides a double air-gap mixed outer rotor radial magnetic bearing. The bearing comprises a rotor core, permanent magnets, stator cores and excitation windings, wherein magnetic poles of four stator cores are uniformly distributed on the circumference; four permanent magnets are respectively embedded between magnetic poles of two adjacent stator cores, and are arranged at 90 degrees on the circumference; the excitation windings are wound on the periphery of the magnetic poles of the four stator cores; the stator cores is in a pole piece mode for reducing rotating power consumption of the magnetic bearing; air gaps are reserved between the outer surfaces of the magnetic poles of the stator cores and the inner surface of the rotor core so as to form the first type of air gaps, and the second type of air gaps are formed between the permanent magnets and the stator cores; and the second type of air gaps play a role in leading an electromagnetic circuit to form a magnetic circuit without passing through the permanent magnets per se so as to reduce consumption. In the designing process, magnetic resistance of the second type of air gaps is greater than two times that of the first type of air gaps.
