The invention relates to a cut tobacco made of cigarette tissue, cigarette and a production method thereof. In the method, coffee powder, honey and water are evenly mixed according to weight ratio of 0.75-1.25:1.5-2.5:5.25-8.75 to prepare solution; then the solution is evenly sprayed on the cigarette tissue to be dried and shredded to form cut tobacco; the cut tobacco is covered by the cigarette tissue to made into rolls; and at last, the cigarette rolls are packaged into the cigarette. Owing to the total abandonment of traditional cigarette and the adoption of coffee, honey and cigarette tissue to prepare substituted cut tobacco, the cigarette contains no harmful substances harming the health of people, such as tar or nicotine and the like, while coffee, honey and the like which are beneficial to the health of people are added, so that the cigarette has the advantages of simple production method and short production cycle and has the efficacy of eliminating fatigue, enhancing the ability of memory and moistening lung.
