Provided is a paper feeding device (2) comprising a paper feed bed (24) capable of moving in a direction orthogonal to the feeding direction of paper sheets (101), moving means for moving the paper feed bed in the orthogonal direction, a paper feed tray (22) placing the paper feed bed thereon and made vertically movable, vertically moving means for moving up and down the paper feed tray, paper separating means (21) including a paper feed roller (211) and for separating and feeding the paper sheets stacked on the paper feed beds one by one, movement instruction inputting means for inputting an instruction to move the paper feed bed by an arbitrary extent in the orthogonal direction, and movement control means for controlling the action of the moving means on the basis of the instruction inputted by the movement instruction inputting means. The paper feeding device is characterized by further comprising paper feed roller refuge means for causing the paper feed roller to take refuge thereby to release the contact with the uppermost one of the paper sheets stacked on the paper feed bed.
