Hydrogen generator (1) comprising a reformer for forming a hydrogen-containing gas from a raw material and steam; combustor (4) for heating the reformer; evaporator (2) for generating steam with the use of the heat of combustion gas after heating of the reformer; and controller (20), so that at start-up operation, the temperature of the reformer is controlled so as to be kept at a given temperature or below by repeating on-off switching of the combustion operation of the combustor (4), wherein the controller (20) controls the combustion operation so as to render the heating rate per time by the combustor (4) at its initial combustion operation greater than the heating rate per time at k-th or later (k>1) combustion operation.
