The invention discloses a high-efficient gradient dissolving and releasing fertilizer and a manufacturing method thereof. The dissolving and releasing fertilizer is characterized in that the structure of the dissolving and releasing fertilizer comprises a prophase fertilizer, a metaphase fertilizer, an anaphase fertilizer suitable for the prophase growth, the metaphase growth and the anaphase growth of crops; the anaphase fertilizer is spherical particles; and the outside of anaphase fertilizer particles is sequentially wrapped with obstruction slurry, the metaphase fertilizer, obstruction slurry, the prophase fertilizer and obstruction slurry. According to the practice of planting beneficial crops in a stony desertification region and the characteristics of growth and development of commericial crops, in particular the characteristics of distribution of a root system; the prophase fertilizer nutrient, the metaphase fertilizer nutrient and the anaphase fertilizer nutrient needed by the crops are manufactured into the dissolving and releasing fertilizer which can be gradually released by gradient and can guarantee the requirement of the whole growth and development of the crops, thereby reducing labor intensity, improving utilization rate of the fertilizer and reducing pollution to environment. The obstruction slurry is totally manufactured through adopting natural and harmless materials and does not generate possible influence on or harms to environment as the chemical material composition adopted in the prior slow release fertilizer.
