A system comprising a reformer for forming of a hydrogen-containing gas from steam and a raw gas; a first gas supply unit for supplying of a raw gas; a combustor for combustion of an emission gas discharged from the reformer and accordingly heating of the reformer; a combustion air supply unit for supplying of air to the combustor; a second gas supply unit for supplying of another gas different from the raw gas to a flow channel from reformer to combustor or the reformer; and a controller, wherein the controller controls the combustion air supply unit so as to increase the amount of air supplied to the combustor (S103) when the raw gas is supplied from the first gas supply unit to the reformer and the emission gas is being burnt in the combustor (S101) in the event of starting of supply of the other gas from the second gas supply unit (S104).
