A convex part is formed in the central area of the membrane electrode; the press plate is propped against the edges of the cathode of the membrane electrode; the press plate is provided with a first opening to expose the convex part; the anode collector plate is arranged at the anode of the membrane electrode; the anode runner plate is arranged on the anode collector plate; the anode collector plate is positioned between the anode and the anode runner plate; the cathode collector plate is arranged at the cathode and positioned in the first opening; the cathode runner plate faces the cathode collector plate and the press plate; a runner is formed between the inner surface of the cathode runner plate and the cathode collector plate; and a concave part opposite to the convex part is formed on the inner surface.
